Die Plenary Session beleuchtet die zentralen Herausforderungen der Pflegeversicherung: steigende Kosten durch den demografischen Wandel, die Rolle von Kapitaldeckung und die Grenzen kollektiver und verpflichtender Absicherung. Expertinnen aus Wissenschaft, Sozialverbänden und Praxis diskutieren Lösungsansätze für eine generationengerechte, finanzierbare Pflege und prüfen, wo private Vorsorge sinnvoll ergänzen kann. Bislang haben für die Runde Wiltrud Pekarek (Vorständin und Vorsitzende des Ausschusses Krankenversicherung der DAV), Eva Maria Welskop-Deffaa (Präsidentin des Deutschen Caritasverbands e.V.) und Prof. Dr. Christine Arentz (Professorin für Volkswirtschaftslehre und Gesundheitsökonomik an der TH Köln) zugesagt. Die Session wird moderiert von Ilka Groenewold, die als Moderatorin sowohl im Bereich Medizin/Pflege, als auch im Bereich Finance und Versicherung zu Hause ist.

Projection de la mortalité sous l'effet des températures élevées, une adaptation climatique du modèle de Lee-Carter

Le changement climatique, avec l’intensification des températures extrêmes, pose des défis majeurs, notamment en termes de santé publique. Ces phénomènes, tels que les vagues de chaleur, augmentent significativement la mortalité, en particulier au sein des populations vulnérables. Dans ce contexte, ce mémoire propose une adaptation du modèle de Lee-Carter, couramment utilisé pour la projection des taux de mortalité, afin d’y intégrer une composante climatique. S’appuyant sur les données historiques des Pays-Bas, ce travail explore l’impact des températures hautes sur la mortalité et développe un cadre méthodologique pour projeter les taux de mortalité sous différents scénarios climatiques. Contrairement aux approches traditionnelles, souvent limitées à l’utilisation de la température moyenne, cette étude incorpore plusieurs variables climatiques pertinentes, offrant ainsi une vision plus complète des interactions entre climat et mortalité. Le mémoire est structuré autour de l’analyse des tendances climatiques et démographiques, de l’ajustement du modèle avec des techniques avancées de régression, et de la projection des variables climatiques et temporelles selon différents scénarios climatiques. Les résultats, incluant le calcul des espérances de vie et des chocs de mortalité, déterminés conformément aux exigences réglementaires de Solvabilité II, offrent des outils pratiques pour les acteurs actuariels et les décideurs face aux enjeux croissants du réchauffement climatique.

From Public Baselines to Corporate Benefits: The Actuarial Realities of Singapore’s Hybrid Health Model

Singapore’s healthcare provision and financing ecosystem has a unique public-private synergy, but underlying this architecture are complex actuarial challenges.

We will explore the mechanics of Singapore's foundational MediShield Life and private Integrated Shield Plans, and the intersection of Group Employee Benefits Insurance. We also review the structural drivers of medical inflation. We will examine the critical shift toward mandatory co-payments, the friction within preferred provider networks, and where does Group Insurance feature, offering risk professionals a comprehensive look at underwriting in a developed nation in Asia.

Bridging the Post-IFRS 17 Strategic Gap

While the implementation of IFRS 17 has established a granular, UoA-driven valuation paradigm, it has also introduced a structural latency between valuation reporting and multi-year business planning. Actuarial functions now face a critical need to dynamically project complex metrics , such as CSM roll-forwards, mutualisation impacts, multi-level expense allocations, and granular Actual vs. Expected variances, across shifting strategic scenarios.

Insurers must overcome the methodological bottlenecks of traditional forecasting to bridge this gap. This presentation explores the core challenges and actuarial methodologies required for post-IFRS 17 business planning, empowering actuaries to drive agile enterprise insights.

In this interview with TEA's Jennifer Baker, Camilla Holm of PFA Denmark spoke to The European Actuary about PFA’s successful strategy combining health professionals’ experience with data scientists’ modelling, leading to a 70% reduction in long-term sickness. She highlighted the importance of using measures focused on operational relevance while ensuring human contact to build customer trust. The approach involved early intervention, combining psychological and physical care. Future plans include refining models and using AI for case handling. Holm emphasised the need for industry standards for preventive impact and highlighted the Nordic model’s success in integrating labour market policies, health systems and pension security.
